The cone number stamper was obviously rather archaic; Probably a standard large soft rubber stamp;
Which allowed white ink onto the backing rubber, and stamp & smear blobs on and around the numbers; The highly smeared '1' in the bottom '120' number a good example.
The nearest I can determine, the cone numbers appear to be:
