The cone number stamper was obviously rather archaic; Probably a large, soft, roller-digits, rubber stamp;  Which allowed white ink onto the backing rubber, and stamp & smear blobs on and around the numbers, digit misalignment, etc;  The misaligned '6', almost missing '4', highly smeared '1' in the bottom '120' number, are indicative examples.

The nearest I can determine, the cone numbers appear to be:
